		<description><![CDATA[This is a great article because it has two important points which are &quot;public power,&quot; or no &quot;public power.&quot; Bill and Steve make excellent points rewarding this matter. On the other hand, I think it is important to take in consideration the needs of the community as the most important point of any project or plan process that is taking place. However, there can be other ways to come to an agreement of how create a successful planning process but, at the same time with the results of one same goal of creating a sucessful project for everyone who will be beneficil from it,  this including the puclic.
